The Federal Economic Mobility Pathways Pilot (EMPP) No Job Offer stream has reached its 2024 application cap. As a result, new applications are no longer being accepted for this year.

The stream will re-open to new applicants starting January 1, 2025. This pilot program offers pathways to permanent residency for eligible individuals seeking to migrate to Canada under specific criteria.

The Economic Mobility Pathways Pilot (EMPP) is a Canadian program designed to help skilled refugees and displaced people immigrate to Canada. The EMPP allows these individuals to apply for permanent residency based on their work experience, education, and language skills, with or without a job offer.

Key features of the EMPP include:

  • Eligibility: Applicants must meet specific work experience, education, and language requirements.
  • Application Streams: There are two main application streams—regional EMPP (through programs like the Atlantic Immigration Program) and federal EMPP (direct application).
  • Fee Waivers and Support: The program waives application and biometric fees, covers medical exam costs, and offers access to the Immigration Loans Program for travel expenses.

This initiative also provides Canadian employers with access to a new pool of qualified candidates to fill job openings.
