ArriveCAN is a secure way for travelers to submit mandatory information required to enter Canada. It should also speed up processing for travelers at the border, including reducing points of physical contact between travelers and border services officers.

Starting November 21, 2020, all travelers flying to Canada will need to submit the following information via ArriveCAN by either using the free mobile app or by signing in online before they board their flight:

  • contact information
  • travel information
  • quarantine plan (unless they are exempt)
  • COVID-19 symptoms self-assessment

We are aware of the challenges that this poses for vulnerable refugees, many of whom will not have either the technological or the literacy skills to provide this information.

We are working with the Public Health Agency of Canada and our resettlement partners to identify solutions for this population.

While we encourage all private sponsors to let the International Organization for Migration make travel arrangements for resettled refugees, we recognize that some sponsors make their own arrangements. In these cases, sponsors will need to ensure that they or their sponsored refugees submit the necessary information via ArriveCAN before travel occurs.

Although ArriveCAN is a mandatory requirement, travelers who have not submitted their information via ArriveCAN on or after November 21, 2020, will still be allowed to board their flight to Canada.

New reporting requirements after arrival in Canada

As of November 21, 2020, all travelers, including resettled refugees, must use ArriveCAN or call the 1-833-641-0343 toll-free line to

  • confirm they have arrived at their place of quarantine within 48 hours of entering Canada
  • complete daily COVID-19 symptom self-assessments during their quarantine period

As Resettlement Assistance Program service provider organizations and private sponsors, you will have arranged for accommodations for these newcomers for their quarantine period. As part of Canada’s efforts to combat COVID-19, we ask you to assist these newcomers in completing the ArriveCAN requirements.

You can submit both the confirmation of arrival and the daily COVID-19 symptom self-assessments by signing into ArriveCAN on their behalf.

Resettled refugees who were able to use ArriveCAN themselves to submit their information before traveling to Canada can continue to use it to submit all required information after they have entered the country. They may also call the toll-free line, but we strongly encourage everyone to use ArriveCAN.
