Public policy allowing certain apprentices to study without a study permit

Starting February 26, 2025, a new public policy allows apprentices in certain construction trades to study without a study permit if their training is part of their apprenticeship program.

This policy is in effect until February 26, 2027

Who Can Apply: To qualify, applicants must meet all of the following criteria:

  1. Hold a valid work permit.
  2. Work in an eligible construction occupation.
  3. Have a registered apprenticeship agreement with a provincial or territorial apprenticeship authority

Eligible Construction Occupations:

Management-Level – TEER 0:

  • 70010 – Construction Managers
  • 70011 – Home Building and Renovation Managers

Professional Occupations – TEER 1:

  • 21300 – Civil Engineers

Skilled Trades and Technical Roles – TEER 2:

  • 22300 – Civil Engineering Technologists and Technicians
  • 22303 – Construction Estimators
  • 72102 – Sheet Metal Workers
  • 72106 – Welders and Related Machine Operators
  • 72200 – Electricians (Except Industrial and Power System)
  • 72201 – Industrial Electricians
  • 72300 – Plumbers
  • 72310 – Carpenters
  • 72311 – Cabinetmakers
  • 72320 – Bricklayers
  • 72400 – Construction Millwrights and Industrial Mechanics
  • 72401 – Heavy-Duty Equipment Mechanics
  • 72402 – Heating, Refrigeration, and Air Conditioning Mechanics
  • 72422 – Electrical Mechanics
  • 72501 – Water Well Drillers

Intermediate-Skilled Trades – TEER 3:

  • 73100 – Concrete Finishers
  • 73110 – Roofers and Shinglers
  • 73112 – Painters and Decorators (Except Interior Decorators)
  • 73113 – Floor Covering Installers

How to Prove Eligibility:

  1. Gather Required Documents:
    • Proof of a valid work permit.
    • Evidence of a job in an eligible construction occupation.
    • Proof of a registered apprenticeship agreement.
  2. Submit a Web Form Request:
    • Access the IRCC web form.
    • Select “Update or ask about your application” and choose “Add a document to your application.”
    • Provide the necessary details and upload the required documents

This policy aims to facilitate the training and development of skilled workers in the construction industry by removing the need for a study permit, thus streamlining the process for apprentices.
